Sounds like a big advancement to me. A missile that could avoid all defenses is a game changer of sorts.

I've always felt that nuclear subs are enough, very difficult to track and carry enough to wipe 10's of cities off the map each.

Also incredibly dangerous. The us tried to turn a b-36 into a nuclear powered bomber and dropped it due to the danger. Perhaps that was the test bed for a missile?
