In what way?

He gave a standing count without Pulev going down or being held up by the ropes.

For me he could stop it and probably should have. Pulev turned his back and ran after getting hurt. Looked like he didn't want any more, or didn't know what was going on.

If he didn't stop it then he shouldn't have given the count and should just have let Joshua continue to work.

Unless I'm missing something, (which is possible).
In that he didn't stop it.
He basically docked Pulev a point for the move, but sure he probably should've just let it go on instead of the standing 8.

If it wasn't a ppv world title fight it probably would have been stopped.

I think he just panicked with the count as he didn't know what to do in the situation. He obviously wasn't comfortable stopping the fight, but didn't want to leave a fighter getting a pasting with his back turned either, so he just fudged it and gave a count.

Pulev is safe, and the result wasn't affected, so no real harm done.

I wouldn't've been surprised if it was stopped, but I still say the ref made the correct call.

The only example I can think of off the top of my head is Inoue vs Donaire in the 10th.

As far as deluded goes Pulev up there with Audley Harrison

Bollocks did he have pneumonia and the covid bollocks to that as well it would have been picked up by news outlets and protocols in place for a fight as big as Heavyweight World title Lame excuse
