He gave a standing count without Pulev going down or being held up by the ropes.

For me he could stop it and probably should have. Pulev turned his back and ran after getting hurt. Looked like he didn't want any more, or didn't know what was going on.

If he didn't stop it then he shouldn't have given the count and should just have let Joshua continue to work.

If it wasn't a ppv world title fight it probably would have been stopped.

I think he just panicked with the count as he didn't know what to do in the situation. He obviously wasn't comfortable stopping the fight, but didn't want to leave a fighter getting a pasting with his back turned either, so he just fudged it and gave a count.

Pulev is safe, and the result wasn't affected, so no real harm done.

I wouldn't've been surprised if it was stopped, but I still say the ref made the correct call.

The only example I can think of off the top of my head is Inoue vs Donaire in the 10th.
