In that he didn't stop it.In what way?
He gave a standing count without Pulev going down or being held up by the ropes.
For me he could stop it and probably should have. Pulev turned his back and ran after getting hurt. Looked like he didn't want any more, or didn't know what was going on.
If he didn't stop it then he shouldn't have given the count and should just have let Joshua continue to work.
Unless I'm missing something, (which is possible).
He basically docked Pulev a point for the move, but sure he probably should've just let it go on instead of the standing 8.
