scott harrison 'comeback'

so...i watched scott harrison's comeback fight on telly tonight...it was in a small closed doors venue.
aside from anything i could say about the fight or show, i have a question.
this licensing body was BIBA (british and irish boxing authority)...who claim to be a proper outfit and that these are full professional fights....not semi-pro or what not.
boxrec doesnt list their shows or boxers fights.
whats the story with them ?
