It's probably not his decision, Schaefer was pretty pissed off with how VADA handled the Peterson results.

Although the fact remains that if they'd used USADA for that fight he'd never have been caught...

Goldenboy don't want to add legitimacy to Vada IMO. They know that there is going to be a battle to become the established testing organization within boxing, and i think GBP want to make sure it isn't VADA as they seem a bit too unco-operative.
Got a feeling there might be a bigger agenda at play, but can't quite see the angle yet.
