I don't have a list, because I feel me and 99% of people with lists aren't really knowledgeable enough to justify our picks, but Whitaker normally gets put in the low 20's from what i've seen, and that seems like a fair place to me, there's no one who gets rated above or below him who I do know enough about who I feel should be switched.
So to summarize somewhere in the 20's
I don't think he started calling himself TBE until around the Guerrero fight.

Great fighter. Definitely Top 50 in just about EVERY SANE FAN'S list. However, he will move around a lot within the Top 50 depending on the fan you talk to. I'm comfortable with him between 20-30. A case could be made for him sneaking into the top teens or falling to the low 30's. He's a great fighter a pleasure to watch. Will miss when he's gone, but am also looking forward to new fresh blood.
