It makes perfect sense. Give Usyk a chance to get used to the weight. Also a chance to put a recognizable HW scalp on his resume, so as to increase the status / finances of later, more difficult fights.
Remember, there's no guarantee Usyk will do well at HW.

Usyk weighs more on fight night than Wilder, he only needs to put on 10-15lbs of weight to be a full heavyweight, people are looking into getting used to the weight too much, its getting used to the height and reach of his opponents
If Usyk loses to Joshua, Wilder or Fury its nothing to do with his actual weight its to do with the dimensions of them same reason Haye lost to Wlad he was too small
